I'm no lawfag, but it seems to me that 187 refers more to the intention to murder (specifically with malice aforethought) and not to whether it actually succeeded.

So… SR could still be alive.

Q could also be giving disinfo, if SR is in witness protection until it's time to reveal.

All of the evidence (or lack thereof) fits the idea he's alive more than dead.

More importantly, the number of people who are seemingly covering up a murder defies normal human behavior. We are talking family, friends, doctors, emergency personal, coroners, police officers, FBI agents, politicians, etc etc etc.

Does that make any sense?

All of those people love HRC so much they are willing to ignore a murder of someone?

 

Now, if he's in protection, it all starts to make sense.

In the penal code, yes.

But as radio slang for cops… how would they always know whether the victim died already?

I assume they'd use 187 generally to mean attempted (or successful) homicide.
