The specific origin for this was that it was forbidden to boil a baby goat it's mother's milk because it was one of those horrific things that the moloch/baal worshippers did often. It was the talmud that distorted the meaning to any dairy and any meat. Veal covered with cheese from its mother would at least be as close, but a normal cheeseburger should not apply.
