It looks like the lower byte of a 16 bit image.

The little patches of coherence show that it's not raw data or anything encrypted. Look for other images from the same source with the same resolution that are 16 bit and compare the patches of coherence with bright or dark spots on regular images.

…And I just noticed that it's an 8-bit palleted image. It's unusual to use pallets for images that cover the full RGB spectrum. It's possible that the pallet got screwed up (maybe intentionally).
