If I'm reading this correctly, (not a lawfag) this creates a fast track to becoming an ALJ. Bypassing some normal standardized hiring procedures that may/may not be pertinent to the particular agency doing the hiring. (Pertinent to one, not pertinent to another)

Which will come in handy when all those sealed indictments/warrants etc are unsealed. Bear in mind, everyone is "entitled" to a speedy trial!
