Probably only some of the vaxxed. We know there were lots of placebos. Only question is if the bad shots were targeted with the logistics of military distribution and the online scheduling OR if it's just stochastic, which I doubt. I would expect collateral damage to be low. Those that got the bad doses likely have a military tribunal to back it up that they didn't even know they were a party to.
