Which is the exact same as giving law enforcement qualified immunity for anything they can plausibly claim they were doing in their official capacity.

 

Cop breaks the law, oh as long as he claims he thought he was upholding it he's immune.

Swap "President" for "Law Enforcement" and Schiff just perfectly described Qualified Immunity, which law enforcement are abusing horribly.

 

As long as a cop can plausibly claim they didn't know the law and thought they were doing their job, they have immunity.
