The rate they pay in reserves has to be slightly higher than Prime.
When the SHTF with the coming seizure of the Bond market (think Repocalypse 2019) they will drop Prime and then follow immediately with a drop in that rate they pay banks for “reserves” to incentivize a liquidity dump to loosen the Bond markets.

Gold prices look to settle at 1-month high as silver jumps nearly 4%
Silver futures on track to settle above $30 an ounce. Gold futures looked to post their highest settlement in about a month on Wednesday, while silver prices climbed by nearly 4%. Both precious metals were supported by weakness in both the U.S. dollar and bond yields following the release of downbeat economic data.
The drop in the dollar and Treasury yields helped send gold higher, with the greenback falling hard on “rising jobless claims and shrinking services sector data,” Adrian Ash, director of research at BullionVault, told MarketWatch.
Silver’s gain, however, is “even more dramatic,” topping $30 an ounce as the precious metal’s “opportunity cost versus holding cash or bonds pulls back,” he said. On Comex, August gold GCQ24, 1.48% GC00, 1.48% climbed $39.50, or 1.7%, to $2,372.90 an ounce. The most-active contract was on pace for the largest daily percentage increase since March 1, and the highest settlement since June 6, according to Dow Jones Market Data.
September silver SIU24, 3.99% SI00, 3.99% added $1.16, or 3.9%, at $30.82 an ounce, headed for its largest daily percentage rise since June 20. It was up for a sixth consecutive session, the longest winning streak since the 13-session rise ended April 15. Treasury yields declined after the Institute for Supply Management’s index of services businesses produced its lowest reading since May 2020, at the height of the COVID-19 pandemic. The ISM’s index of service businesses sank to 48.8% last month from 53.8% in May. Yield on the 10-year Treasury BX:TMUBMUSD10Y fell to 4.353% from 4.425% on Tuesday. The U.S. dollar also weakened, with the ICE U.S. Dollar index DXY down 0.6% at 105.14 in Wednesday dealings.
