The Constitution says that POTUS is CiC, but use of active military force isn’t allowed on US Soil. That leads me to think the person operating in this isn’t active duty, but former military. That would make them a civilian.

Drop 60 says there’s an operator and since this is an MI operation they are going to go with someone who knows how they work. Trump being CiC would have had access to everyone’s records.
