On day one, fire everyone but the military and assistants of three enumerated branches.
That means every 3 letter agency. There is redundancy in the states and the military. MI can replace the treasonous DOJ and do a much better job holding our few remaining federal employees accountable.
Every state has an FDA an EPA a department of investigation etc
All of the fired government employees can either enter their states version of their old job as the states rush to fill the void. Some states will not fill any void as there really is none. Blue states will love it.
Give all fired employees their pensions on the spot. Cash it on and pay taxes on it or put it in an IRA or private 401K. This will return a lot of cash to the treasury and also help to maintain the equity market through this turmoil. Cancel SS and Medicare and return all of the trust to those that paid it. Same option, cash out and pay taxes or put in tax deferred retirement account.
Remove all unconstitutional agencies of the government and hang anyone that ever attempts to delegate law making outside of the proscribed process ever again. Requiring 2/3 of each house to stop a rule becoming law if the president wants it is flat out the opposite of what our constitution says.

Pay off the debt in less than 10-years and once all FRN obligations have been extinguished, return to gold and silver as money and maintain a budget that generates a surplus of .5% of gdp in all non war years
