They cheated in NY with slightly smaller ballots that spit back out ballots after one minute. Paper can be hidden, burned, subject to water main breaks, duplicated, people can vote multiple times, extra ballots can be printed, the list goes on and on. Here is a video of a recallable ballot that works without central servers that encrypts your ballot and returns your vote as a 512 character encrypted string. Return the string to the ballot and I return your balot so that you can change your vote and make sure it was actually counted. The client encrypts not a server. If a server is ever compromised it affects millions of votes, in this system all you could ever do is affect 1 vote, but the security on this is 1000 times stronger than on a server. We could even bump the security from 512 characters to 1024, 2048, or 4096 characters easily but 512 is sufficient enough. You can't cheat this system because part of the encryption would actually come from your device and not a server.
