SS had no height advantage and the sniper came up the backside, crawling to the peak. That's a low pitched roof but without being higher the SS would see him until he was at the peak.

My guess is whoever is incharge of location was focused on the crowd. the line of sight for their purpose (the crowd) would be hindered but not for a shooter.
Was someone told to not worry about getting permission? Was local law enforcement responsible for that area? Witness said the popo were over near that tree line.
