It's likely he was hiding inside the shed/building, with a ladder, he waited until SS and security had checked all perimeters and then climbed up, as per eyewitness statements seeing him shuffling on his belly along the roof.
This seems the most likely event to avoid being seen earlier.
Shooter was obviously hiding inside building in position and climbed up when he could hear Trump talking.
