So I've watched the video of the sniper taking out the shooter a few times. Only had to watch it once to know something is wrong here.

First, the sniper lifts his head from his rifle, then sets his head back down with zero time to re acquire his target before he makes a shot. As he sets his head back on his rifle the barrel lifts slightly as he makes the shot. No way he hit his target. Second, he leans back as the makes the next two shots and his barrel lowers to point towards the ground, those two shots hit the grass between the buildings.
