Possible theory:

Rooftop Police had eyes on the red-headed guy shouting about the assassin instead of on the assassin. Then as they were hearing police on the radio saying someone was shouting about a rifle, the Rooftop Police thought the chatter was about the people they had eye on who were pointing, and thought no, false alarm, he doesn't have a rifle. Then when they heard the gunshots, they flinched because the sound wasn't coming from the spot they were looking at. Then the 2nd series of 4 shots rang out and then the assassin was located and eliminated. Thoughts?

Maybe there was a miscommunication about a "red-headed man with a rifle" instead of "a red-headed man shouting about a rifle." And so they had eyes on the red-head and made sure he did NOT have a rifle and then bang gunshot from a unknown location followed by flinching and then 2nd series of 4 gunshots and then they find and eliminate the assassin?
