A discrepancy. Based on the pic and reported inputs of bullet speed and shutter length used,, the bullet should of travelled less than half of the picture based against the hat being 1 foot long. Or it should be moving twice as fast. Inputs may be in error, but I would reanalyze the first shot. And expand the sightlines. Also check for helicopters in the sightlines.
Any planefags check the air at the time of the shooting? Would they leave this to an incel without a backup real shooter? I read that he was turned down from school shooting club, a bad shooter. Did he practice a lot since then? Just trying to check scenarios.
The main point is that based on what is being said, there is an error in the picture, either by shutter speed, muzzle velocity or both. But if the picture is right then the muzzle velocity is 2.5 times what is reported.
