maybe his orders were to not get distracted but the decoy. too obvious, someone had to be in those windows but like wack a mole they needed to wait for where he'd pop out. moreover, they knew they were under staffed. they should have taken trump off the stage right after seeing that guy minutes earlier. only thing that makes sense, is that the derps are trying to set up the SS and local law enforcement as cover and trump said fuck it, let's risk it…and trusted those guys to take out the real shooter. the real shooter knew he couldn't take all the time in the world. had only seconds to get into position probably and expose himself, hence he missed…or he was a white hat and missed on purpose but that's too fucking close to believe. too many coincidences to be merely an act of God…though not ruling that out.
