All USSS responsibility, they are the ones tasked with keeping the current and former presidents safe. Someone has to be in charge of the site. Do you think the USSS would allow the local LEO's to conduct the site survey and make all decisions on CS positions, roving guards, sectors of fire, communications? Of course not. So this all falls on the USSS imo.
