There are 2 types of blood on "the shooter." Some is dried and some is still wet.
There seems to be more heavier/darker blood that is dried and crusty, indicating time has passed since it happened. The wet blood, is brighter is just all over the place, perhaps new blood applied on him to make it "look good". Anon believes this is just like Las Vegas, where the shooter was planted after his death.
Then, if the actual shooter was in the window at the ground level per other Anon, the reason Secret Service delayed fire on "the shooter" is because they were placing the body and staging the scene. He had to wait for the crew to move. Plus, he had to wait for the first shots to come from the window.
