Why assume that is wasn't the cops who went up after he was taken out that put the ladder there?
Most all the bystanders are on the opposite side of the building and there's the reports of him jumping from one building to the next. Hell from the video it looks like he's close to the right edge not almost to the middle as seen from above.
Interesting, goog maps won't all street view access on site now, Sat the parking lot had blue pinpoint lines.
But if you look he could have shimmied up a tree at the front of the buildings.
The ladder was behind those 3 trees, it could have been, in the trees, on the ground etc and popped up easily.
But it needs to be considered that the shooter was unaware cops used that building in particular for their command center. Which makes it more likely they got it out of the building and used it to access the roof.
When was this event announced? How much do we use goog maps/earth in here? basic planning could be done from home, with one or two trips there to finalize things. Does that business not have any security footage? It's not gated, likely closed after 5 etc.
