buy up as much as you can from your banker friends who pickup the foreclosures.
by then you run the state governement, so do 'public housing subsidies' for 'low income'
and then fill up all the abandoned properties with subsidizes renters.
and if you get rich don't let your children have any of it till the grandkids are all out of college, that way they can go on welfare, get food stamps, get all kinds of student loans.
and for those who open bussinesses: make sure they are bankrupt by the time the kids are at college age so they don't have to pay for college.

ah, trust funds for all the grandkids after they spent their childhoods on welfare.
the way it worked:
the person has a 'minority' as the president.
say a woman.
and then the company is completely run by men except at the main office.
figure head minority.
OR if it's a military bid situation: the minority will low bid it and then get it because he's a minority and the subcontract the whole deal skimming say 20% off the top for overhead. and do nothing.
I heard the story that a contractor low bid and it was a critical program so the ones running it just paid them and got someone else to do the work.
they weren't allowed to not select that contractor.
same with 'procurment'
there was a central office that did an agency wide (it was a military branch) procurement for computers. you could only buy these French made PCs.
they were over priced and low power.
