If they would have taken out Crooks "before" he got a shot off…
It would have alerted to the "other" shooter(s) locations.
If it was a setup…they(Deep State players) had to let Crooks get at least one shot off…distraction shot…whether he hit anything doesn't matter…like a magician…look at one hand but not the other.
