Empty barn next to Dollar General seems like good high-ground, and there are windows inside facing the correct direction for the shot. Nice secluded spot if the doors are closed, but not sure if AGR would be in the way from that perspective.
Either of those buildings' angles would match well to coincide bullet direction with where the patsy was to be located (plausible deniability), as well as witnesses saying they heard a shot that came from the direction of the water tower.
Quite plausible imo.
