Image 1 is before the shooting starts, notice the protrusion at the very top of the water tower.
Image 2 is once the shooting begins, a dark shadow emerges on the right side of the protrusion. Sniper?

I never once said that videos can't be edited or manipulated. You seem to be suggesting that the video was doctored, which makes me wonder why you are making such an effort to keep people from looking into the water tower.
Are you not wanting people to dig on the water tower for some reason? Seems highly sus.
There is definitely some kind of movement up there. Not sure if it's video artifact since it's zoomed in so far, or if it is in fact a person.
