I surmise that the picture was extracted from the video and that it was in a high res format which allows for the zoom in on the phones. I have watched many news versions and cspan but have to find a true raw video although I am not sure if they meant raw as in uncompressed (would be huge) or raw as in uncut. Maybe both because compression algos tend to remove the finer details. The phone picture would be about 46 minutes into the 2018 SOTU.

In a video we could read what she was scrolling through in the middle and then there was probably a 4th phone that was in the video.
