When Q says, "You're watching a movie," followed by, "They're stupid," their setup for elimination of certain people in their way follows a script. They don't have the ability to not follow a script. The bad guys wrote the script. We've seen this "movie" before. However, J13, while on script may have been an oversight by the script readers not anticipating just how far the bad guys would go thinking they could cover it up anyway. The cover up is on script though. Stupid is the idea that with the means we have now, they think they can shove the evidence aside until they believe people will forget.
