As the Occupying Power, he has surrendered legal authority over the Federal government.

The Occupying Force is in part, Park Police. I will not be surprised to see a change in their behavior as it relates to visible law enforcement around him. I also half expect his Secretary of the Interior to resign before he leaves as that is the department Park Police answer to.
