He played a key role in U1, unless HRC forced him, but considering his 94-6 confirmation vote I think he's a cooperating witness alongside Mueller, Strzok, and Page. Photos of handshakes with /ourguys/ Giuliani and Gaetz is confirmation to me. Crazy to think its all part of the show, but if you plan something like this for many years you don't want even the smallest thing to go wrong/off script.
