NginX (Engine X) is load balancing, amongst other things, software that is used by high load websites to handle large amounts of simultaneous requests.
What it does, is shuffle your request down a queue, until a slot can be found to handle your request.
It sends your browser a keepalive, so it doesn't terminate the session (404'd), and keeps window open, till the webserver can make a connection.
Its used by Netflix, Yandex, and some huge Chinese SM platforms.
If we are seeing this message, it means nginX is maxxed out, which is usually only seen in really high demand, like a DDOS attack.
