dunno, but it's like everything in the foreground, including the people, the roof, the trees, the water tower all stay in one place. but the clouds seem to move every time the officer moves his head. like they are tracking his head and trying to stay with it. weird looking.
my first thought was wow that roof must be bouncy. but then I saw side to side motion also. maybe it's just the way the camera software processes video by prioritizing foreground over back ground. would make sense for cop's body cam after all. but man it looks weird to me. anon expects the clouds in the sky to sit still and behave themselves on a calm day. kek.
