EU approves first €4.2bn payment to Kiev

The funds are part of a €50 billion Ukraine funding project

The European Council ambassadors have voted in favor of sending the first installment of the €50 billion plan to finance Ukraine through 2027.

Known as the Ukraine Facility, the program was set up last summer, with the goal of providing “predictable financial support” to Kiev.

“Today, Ambassadors adopted the first installment under the Ukraine Plan of the Ukraine Facility Regulation, paving the way for the transfer of nearly €4.2 bn to support Ukraine’s recovery, reconstruction, and modernization,” the Hungarian presidency of the council announced on X (formerly Twitter).

The council now needs to follow written procedure to actually disburse the funds.

According to the European Council, the Ukraine Facility was designed “as a flexible instrument adapted to the unprecedented challenges of supporting a country at war and ensuring predictability, transparency, and accountability of the funds.”

The EU eventually approved up to €50 billion for the project, starting this year and going through 2027, “for all types of support.” The money will be disbursed through grants, loans, investments and outright aid.

The plan was actually launched in March, with around €7.8 billion sent under “interim and preliminary” arrangements. Regular quarterly payments under the Ukraine Plan will depend on Kiev fulfilling the “pre-agreed requirements,” according to Brussels.

Wednesday’s funding is separate from the program to lend Ukraine some €1.4 billion from the interest earned by sovereign Russian assets frozen in the EU since 2022. Moscow has accused Brussels of “theft” for freezing more than €200 billion ($217 billion) in Russian central bank assets following the start of the Ukraine conflict.

Legal concerns have stopped the EU from outright seizing the funds, but the bloc has submitted to US pressure to use the interest from them instead. The value of open-ended loans generated this way has been estimated at €3 billion ($3.25 billion) a year. The first installment, amounting to €1.4 billion ($1.5 billion), will be sent to Kiev in early August, EU foreign policy commissioner Josep Borrell has said.

Four Times as Many Local Secret Service Agents Sent to Jill Biden on Same Day Trump Was Shot

GOP Rep. William Timmons of South Carolina pressed Secret Service Director Kimberly Cheatle on Monday on reports that the Pittsburgh Secret Service field office sent four times the number of additional agents to cover a first lady Jill Biden event than to former President Donald Trump’s July 13 rally in Butler, Pennsylvania, where he was shot.

Cheatle neither confirmed nor denied that was the case.

Biden was speaking at an event at Rivers Casino in Pittsburgh for approximately 300 people close to the same time Trump was speaking at his rally attended by several thousand, according to the Pittsburgh Tribune.

Timmons started out his questioning of Cheatle asking if she agreed with the statement that Secret Service resources allocated to a particular events should correspond to the risk profile of it.

In the emergency application, U.S. Solicitor General Elizabeth Prelogar argued that the more than two dozen states challenging the expansion of Title IX rules focused their objections on three provisions related to “gender identity,” leaving the vast majority of the Department of Education’s (DOE’s) expanded rules alone.

In April, the DOE issued guidance changing the scope of Title IX rules for educational institutions that receive federal funds. Title IX rules, which prohibit sex discrimination in schools, were expanded to include sexual orientation and “gender identity.”

The rule changes would mean that male students who identify as female could use women’s restrooms and spaces and join women-only organizations.

Researchers from Microsoft’s Threat Analysis Center (MTAC) told NBC News on Tuesday a fake video of a purported Hamas operative threatening to attack the Paris Olympics appears to have originated in Russia.

The viral video depicted a man wearing a keffiyeh scarf over his face standing against a blank gray wall and speaking in Arabic. A Palestinian flag was draped across his chest.

The man warned “the people of France, and French President Macron” they would be punished with violence for supporting “the Zionist regime in its criminal war against the people of Palestine.”

“You provided Zionists with weapons, you helped murder our brothers and sisters, our children. You invited the Zionists to the Olympic games. You will pay for what you have done,” the man said.

“Rivers of blood will flow through the streets of Paris,” the man threatened. “This day is approaching, God willing. Allahu akbar.”

Unnamed Israeli officials reportedly slammed US Vice President Kamala Harris for her plans to skip Prime Minister Benjamin Netanyahu’s address to Congress on Wednesday.

The vice president typically presides over such joint addresses. In her absence, Senate Foreign Relations Committee chairman Ben Cardin will preside over the address along with House Speaker Mike Johnson.

The Israeli officials were quoted telling UK newspaper The Telegraph that Harris, who is running for president in November, is “unable to distinguish between good and evil,” and that skipping the prime minister’s speech is “not a way to treat an ally.”

Harris, who is expected to receive her Democratic party’s nomination for president following President Joe Biden’s withdrawal from the race on Sunday, will instead be speaking at an event in Indiana for Zeta Phi Beta, a historically Black sorority founded at the vice president’s alma mater, Howard University.

Harris will, however, meet with Netanyahu privately at the White House on Thursday.

UK COVERS UP GAZA SPY FOOTAGE FROM DAY OF AID WORKER MASSACRE

Exclusive: Royal Air Force has surveillance tape of Gaza from the day Israel killed British aid workers – but refuses to publish it.

Britain’s Ministry of Defence holds video surveillance footage of Gaza from the day that Israel killed seven international aid workers but is refusing to publish the tape.

Among those killed in the World Central Kitchen convoy on 1 April were three British military veterans: John Chapman, James Kirby and James ‘Jim’ Henderson.

The footage was taken by a Royal Air Force (RAF) surveillance plane which spent approximately five hours above Gaza that day.

It seemingly returned to base in Cyprus minutes before the airstrikes were launched.

The RAF may therefore have collected footage of events leading up to the tragedy, which could provide clarity over Israeli claims that “Hamas gunmen” were seen near the convoy.

World Central Kitchen founder Jose Andres criticised Israel’s investigation into the incident, in which two senior officers were fired over what was deemed a “grave mistake”.

Andres told ABC: “The investigation should be much more deeper…we need more information. We need to see better quality videos.”

Britain has now emerged as an unlikely source of such footage, having sent more than 200 spy flights over Gaza supposedly to help Israel locate hostages held by Hamas.

The UK military confirmed in a Freedom of Information (FOI) response to Declassified that “video footage of Gaza from the Shadow R1 [surveillance] flight on 1 April is held.”

However the Ministry of Defence (MoD) claims the tape is exempt from disclosure on security grounds and hinted that its contents may relate to UK special forces or MI6.

Declassified intends to appeal the FOI decision, which it shared with some relatives of the deceased aid workers.

Jim Henderson’s father Neil told Declassified: “This footage should not be kept hidden from our family.” He said in a written statement that “the UK government must urgently disclose any evidence it holds” which might “shed light on why James was wrongly targeted by Israel”.

He added: “Jim was an honest, caring, loyal and hard working young man who served his country and was passionate in helping others without concern for his own safety and welfare.”

Forz Khan, the Henderson family’s lawyer, said he is “writing to the new Labour government to demand answers on whether UK military and intelligence assistance to Israel has been used in attacks on British citizens in Gaza”.

US Jews excited, and anxious, about potential representation on Democratic ticket

In a 1974 novel by the Jewish writer Wallace Markfield, a character quips, “The time is at hand when the wearing of prayer shawl and skullcap will not bar a man from the White House — unless, of course, the man is Jewish.”

The joke sounded about right until 2000, when Al Gore picked Joe Lieberman as his running mate, making the Connecticut senator the first Jew on a major party’s presidential ticket in the United States. Suddenly the country could very well imagine a Jew in the White House — and only a few hundred ballots in Florida kept it from happening.

Fast forward 24 years, and Kamala Harris, US President Joe Biden’s heir apparent for the Democratic presidential nomination, is considering Josh Shapiro, the Jewish day school-educated governor of Pennsylvania, as a possible running mate. And if not Shapiro, then perhaps Mark Kelly, the Arizona senator married to former Congresswoman Gabby Giffords, who is Jewish.

Even if Harris overlooks both men, there would still be a Jew in the White House were she to win in November: the current second gentleman, Doug Emhoff. I don’t know if any of these politicians or spouses regularly wears a tallit or kippah (although I suspect Shapiro might), but the mere fact of their Jewishness is worth remarking on.

And people already have. On Sunday night, CNN anchor John King was sizing up Shapiro’s strengths and weaknesses as a possible veep candidate. “He’s a first-term governor, he’s Jewish, there could be some risks in putting him on the ticket,” said King, which struck me as a perfectly reasonable assessment.

Vice President Kamala Harris‘ campaign engaged in promoting conspiracy theories on Tuesday after the Trump Campaign filed a complaint with the Federal Election Commission (FEC) accusing Harris and President Joe Biden of violating campaign finance laws by transferring Biden’s campaign funds to Harris.

Trump Campaign attorney David Warrington wrote in the complaint: “Kamala Harris is seeking to perpetrate a $91.5 million dollar heist of Joe Biden’s leftover campaign cash — a brazen money grab that would constitute the single largest excessive contribution and biggest violation in the history of the Federal Election Campaign Act of 1971, as amended.”

Warrington said that Biden and Harris were “flagrantly violating the Act by making and receiving an excessive contribution of nearly one hundred million dollars, and for filing fraudulent forms with the Commission purporting to repurpose one candidate’s principal campaign committee for the use of another candidate.”

The filing comes after Harris launched her campaign on Sunday after Biden decided to end his failing reelection campaign. Within 24 hours of announcing, Harris effectively secured her party’s nomination and Democrat voters donated $231 million to efforts backing her campaign.

Harris Campaign Spokesman Charles Lutvak claimed that the complaint was “baseless” and part of Republicans’ strategy to “steal elections.”

A Bill to legalise assisted suicide for the terminally ill will be introduced to the UK Parliament on Friday

Currently, assisting someone to end their life is a criminal offence in England and Wales. But a British Labour Life peer aims to change that. He will be introducing a dangerous and damaging Bill to the House of Lords on Friday that will legalise euthanasia. This is his fifth attempt. But this time it’s different as he has Sir Keir Starmer’s backing.

Former Labour justice secretary Lord Falconer of Thoroton has tabled a private member’s Bill – the Assisted Dying for Terminally Ill Adults Bill – to allow those in England and Wales with less than six months to live to end their life with assistance.

A private member’s Bill is a type of public Bill – meaning it aims to change the law as it applies to the general population – introduced to the UK Parliament by a backbench MP or peer, not a government minister.

Starmer has said he is in favour of a change in the law and will allow Members of Parliament to vote on the issue according to their conscience. But, according to the Daily Mail, the Prime Minister has indicated that while he will make time for a Commons vote, it is not likely to happen for at least a year.

In Scotland, a Member’s Bill, introduced by Liam McArthur MSP in March, proposes similar legislation for terminally ill adults. In 2021 McArthur carried out a public consultation on his Bill. Responding to the consultation, The Church of Scotland wrote:

Although the term “assisted dying” is used in the title of the proposed Bill, what is actually being proposed is assisted suicide …

The current societal prohibition on killing is clear; to move away from this would involve more than a simple modification of the law, but would represent a significant shift from which there would be no return. This would have profound effects on how society regards those in our communities who are vulnerable. This is not just the elderly and infirm, but also those with disabilities, and those who are unable to speak up to protect themselves.

When McArthur introduced the Bill to the Scottish Parliament in March, disability rights groups again expressed concerns about potential pressure on vulnerable people to end their lives and the potential for abuse.

Dr. Gillian Wright, a former palliative medicine registrar now representing Our Duty of Care, an alliance of healthcare professionals opposing assisted dying, said: “The primary danger of assisted suicide is that individual lives are devalued by society because they are ill, disabled, confused or that their contribution to society is perceived to be minimal. The secondary danger is that terminally ill and disabled individuals may begin to devalue themselves because of the burden that they perceive they are to society.”

The Scottish Bill is currently at Stage 1, the Parliamentary Committee stage.

Now in England and Wales, we are faced with the same nightmare as Lord Falconer of Thoroton is introducing his damaging and dangerous legislation; this time with the Prime Minister’s full support.
