It is a jpeg copy of a high rez Tiff format somebody posted in response to the where's waldo / Snowden dead end a while back. When I (lurker) saw that people were still going down the Snowden rabbit hole/dead end I decided to get involved by re-posting the jpeg copy I made if only to get some answers generated for my own curiosity. Which to your credit you quickly did. Anything can be faked but either way I am sure was intended to be seen and send a message. Who posted it?
