The question is, what does "Subject to it's jurisdiction" mean?

 

"subject to the jurisdiction" means the "complete Allegiance owned Jurisdiction" (US), not the "partial allegiance owned of territories" of the US. ie: Puerto Rico, Guam, Virgin Island…

 

Makes sense like, "I pledge allegiance to the flag of the US of America".

Why hasn't anyone stopped Kamala long before this, she is like Barry, they are both ineligible to be in office. Ever!
