the states authorize the federal government from my understanding that is why it is the UNITED STATES of The powers of the federal have been expanded since inception so that states once which were more sovereign have given up responsibility to the federal. This creates all sorts of problems that were not initially intended but also to be fair the territory has expanded since the creation of the initial documents. The states do have constitutions that are all different also. Not sure about the foreign and domestic part that would have be be dug on an individual basis, but there are things like the intrastate commerce clauses that allow for the free trade of shit across borders.
