In order to not evaporate before it lands, and maintain the effect you're asking, it would have to be a fairly thick oil like kerosene, heating oil, diesel. It would noticeably stink and it would have a heavy residue. It would also have to be done from low altitude like a crop duster. Below radar kind of thing, maybe?
