It's like the whole HRC email investigation was to identify and collect all the evidence so that it could be more effectively buried.
The first thing Strzok did was to collect all U1 evidence from every other dept that was involved.
And then buried it.
He didn't use the evidence because
a) it would have confirmed Trump's comment that the election was rigged
b) it would have invited Congressional oversight
c) it would have made Obama look like he was spying on a political opponent.
She was supposed to win.
This investigation was never supposed to be revealed.

One interpretation… he is 'cooperating' with the IG, at least superficially to cover his ass.
But that doesn't mean he's not still lying.
Or that Huber isn't proceeding with a criminal indictment.
