Political bias isn't a crime. Falsifying and manipulating investigations is a crime, which I suppose is the procedural crime you're talking about. These texts should be evidence that the investigations were manipulated, but Doom's report said that is not what happened. Doom said the investigators arrived at their decisions free from bias. A reasonable person would disagree, but the court will not care. Joe Blow's opinion is not admissible as evidence, but Horowitz's report is admissible. The jury only reaches a verdict on the evidence heard.
