They're not really silencers. They're suppressors. Less sound, not no sound.
You'd also need subsonic ammo to be quiet, since much of the "crack" heard is the bullet making a sonic boom, and subsonic ammo just isn't very accurate at distance. It spends moar time in the air, and is subject to increased wind, gravity, and movement of the target.
