These tweets are not entirely accurate. FirstNet is run by NTIA, a government agency. AT&T was the contractor that won the right to build and operate the network on the Government's spectrum.

The board is just oversight.
The hole runs deeper… It's a shit network though, talk to a lot of users and AT&T has now added their spectrum holdings to open access, which was not allowed originally.
The other major providers have similar offerings, but not tied to NTIA or using FirstNet spectrum to broadcast.
The whole "comms" issue the SS or others are saying there were breakdowns is bullshit. Lame excuses.
The government has multiple options for interoperability for radio or cellular/data comms. This started being addressed after 9/11.
The tweets are being tied together but are actually two separate lines of information and separate issues or events.
BTW - NSA has network infrastructure from ALL "providers," plus their own shit in the ground. The entire IC does in fact - including the MI commands.
