4-6% of total population on earth, is still hundreds of millions spread across all 'Gov' offices and State capitals and local councils…. That number and placement would still be enough to have bent civilization into this mess. Yes, great swaths of the general population has been made crazy, but they could snap out of it (possibly? hope so?).
