Again, here are the 3 Executive orders
EO 13526, EO 13549, EO 13618
Interesting note on 13618. I believe it ties in with FEMA and National Incident Management System. After 9/11 and the patriot act, (also Hurricane Katrina) there was a bunch of laws/EOs/Emergency management planning etc etc regarding interoperability of communications for scalability depending on size of emergency (local all the way to national).
Part of the communications plan was giving cell tower priority function to Government/emergency response/etc. Meaning, in the event of an emergency, the emergency response personnel gets the bandwidth and the general public gets kicked off the cell towers until bandwidth frees up.
Radio frequencies were changed at local emergency service dispatch offices. (I know this stuff firsthand because I'm a copfag).
I believe states were responsible for coughing up some of the money (in addition to federal funds) to build out networks with priority capabilities.
In Texas, it's called firstnet and IIRC, it operates on AT&T towers. I know this because I've been to meetings with firstnet reps trying to sell us access to the network.
It appears that EO 13618 has something to do with this.
