On last night's show we found ourselves going through the 2023 contingency plan guidance for the DOD in the absence of available appropriations - basically what activities are deemed essential to continue if there is a government shutdown.
This morning I found the prior version of this guidance from 2015. Comparing the 2015 and 2023 versions line by line I found only 1 excepted activity added to the new guidance.
"Activities necessary for Continuity of Government and Continuity of Operations"
Could be a coincidence.
Could be my own confirmation bias.
Or, did something happen between 2015 and 2023 that inclined the DOD to make sure they included Continuity of Government in the guidance for what activities are deemed essential to continue even if there isn't $$$ to pay for it.
Whatever the reason, it's notable.
