Acting Director Rowe said the Secret Service and local police were in different command posts and didn't have access to the same radio traffic when word of a gunman came in.
Roughly 30 seconds before shots were fired at former President Donald Trump last month, a local police officer radioed that he spotted a man with a gun. But that information never made it to the Secret Service because the agents were stationed in a different command post from their local partners and did not have access to the same radio traffic.
"That was unique," Ronald Rowe Jr., the acting director of the Secret Service, said Friday.

Jurors have heard repeatedly over the course of Elizabeth Holmes's trial about a document Theranos gave to investors emblazoned with the Pfizer Inc. logo, purporting to be an endorsement of the blood-testing company's technology.
They also heard directly from a former Pfizer scientist, Shane Weber, who said he came to the conclusion in 2008 after studying Theranos's technology that it wasn't worth pursuing future relationships with the company. He said he told Ms. Holmes directly and faced pushback, with Ms. Holmes asking to speak with others at the pharmaceutical giant.
Elizabeth Holmes's lawyer on Monday showed Theranos did continue to have contact with Pfizer, including many years after Dr. Weber came to his conclusions.
Ms. Holmes received emails from people at Pfizer in 2013 and as late as 2015 discussing the possibility of using Theranos's wellness centers in Walgreens Boots Alliance Inc. stores.
"For one upcoming project we were targeting stores in the Phoenix area hoping to incorporate the current Theranos installations," Craig Lipset at Pfizer emailed to Ms. Holmes, according to a message displayed in court.
