Costa Rica with US help nabs 21 suspects linked to human trafficking

An extensive police operation in Costa Rica on Tuesday resulted in the arrests of 21 people suspected of links to an international human-trafficking network operating between Ecuador and the United States, police said.

Costa Rican officials coordinated with U.S. and Panamanian authorities for the operation which included 18 raids in different parts of the Central American country.

Authorities are aiming to stem the growing flow of migrants seeking to reach the United States through Latin America. Despite a recent decrease, tens of thousands of migrants each month cross the treacherous Darien Gap jungle passage between Panama and Colombia on their long journey north.

The suspects arrested are accused of providing illegal logistics services in Costa Rica as part of the land route between Ecuador and the U.S., a journey they charged $14,000 per person to more than a hundred migrants, Costa Rican police said.

The migrants who paid for the trip were mainly from Ecuador, though some were from Africa and Asia.

After crossing illegally into Costa Rica from Panama, "the members of the criminal network took the migrants to houses and hotels where they stayed while their transfer to the northern border (with Nicaragua) was coordinated," said the police statement.

"It is a complex human trafficking scheme. This is the Costa Rican phase of an international operation," said Mario Zamora, Costa Rica's security minister.

Panama and the U.S. agreed in July to crack down on migration through the Darien Gap, which included Washington covering the costs of deporting migrants who cross irregularly into the Central American nation.

Costa Rica is also considering a similar deportation deal with the U.S.

'Nowhere to hide' for influencers behind disorder - top prosecutor

The director of public prosecutions says his teams will consider seeking the extradition of social media influencers allegedly playing a role in the violent disorder gripping the UK from abroad.

Stephen Parkinson told the BBC that offenders "must know that they are not safe and there is nowhere to hide".

He added that anybody involved in the violence should know they would face the most severe possible criminal charges, including terrorism.

Approximately 100 of the 400 people arrested in relation to a week of disorder have been charged, Mr Parkinson revealed.

Prosecutors and detectives are now working through cases in teams across England and Wales to push as many suspects into the courts as quickly as possible. Some complex cases could take weeks more to be charged, but Mr Parkinson said prosecutors were “absolutely geared up” to bring offenders to justice.

Concern has been mounting about extreme right-wing social media influencers, including the founder of the English Defence League, Stephen Yaxley-Lennon, also known as Tommy Robinson.

He is currently in Cyprus. The High Court has issued a warrant for his arrest after he failed to turn up in court last Monday.

Mr Parkinson said: “Some people are abroad. That doesn't mean they're safe. We have liaison prosecutors around the globe, who've got local links with the local judiciary. We can cooperate with our international partners.

“We would certainly consider extradition if we are satisfied that an offence has been committed.

“And if it takes weeks or not months, we will bring them home and they will face justice.”

Violent riots following the fatal stabbing of three girls in Southport have now lasted almost a week.

Suspects charged so far have faced allegations including violent disorder, which can lead to five years in jail. Other suspects who have been arrested are still being assessed for the more serious charge of rioting, that can lead to ten years.

Those charging decisions would take longer, said Mr Parkinson, because of the nature of the crime and the evidence needed - but they will come.

“There are sentencing guidelines which indicate that many people who have been caught up in this disorder will face immediate imprisonment. There should be no doubt about that. They are going to prison.

“We are willing to look at terrorism offences. I'm aware of at least one instance where that is happening.

“Where you have organised groups planning activity for the purposes of advancing [an] ideology … planning really, really serious disruption then yes, we will consider terrorism offences.”

Earlier today, the Crown Prosecution Service charged a 28-year-old man with posting content online that was allegedly intended to stir up racial hatred in relation to the violence disorder - the first such charge in relation to the clashes.

Alphabet Inc.’s counsel informed the House Judiciary Committee that bugs in Google’s autocomplete tool prevented it from predicting searches about the attempt on Trump’s life. The built-in protections that Google installed for searches related to political violence were “out of date,” the attorney said, and prevented the search autocomplete feature from generating results on the assassination attempt against Trump three weeks ago.

Google’s autocomplete feature experienced similar issues when users searched for “President Donald” and related search terms. The attorney said the bugs were fixed after they were brought to Google’s attention.

Google also claimed that an algorithmic error was responsible for broadcasting news stories about Vice President Kamala Harris, Trump’s 2024 rival, when users searched Trump’s name.

Earlier today, a complaint was unsealed in Brooklyn charging Asif Merchant, also known as Asif Raza Merchant, 46, with murder-for-hire as part of an alleged scheme to assassinate a politician or U.S. government official on U.S. soil. Law enforcement foiled the charged plot before any attack could be carried out. Merchant is in federal custody.

“Working on behalf of others overseas, Merchant planned the murder of U.S. government officials on American soil,” said U.S. Attorney Breon Peace for the Eastern District of New York. “This prosecution demonstrates that this office and the entire Department of Justice will take swift and decisive action to protect our nation’s security, our government officials and our citizens from foreign threats

“Fortunately, the assassins Merchant allegedly tried to hire were undercover FBI Agents,” said Acting Assistant Director Christie Curtis of the FBI New York Field Office. “This case underscores the dedication and formidable efforts of our agents, analysts and prosecutors in New York, Houston, and Dallas. Their success in neutralizing this threat not only prevented a tragic outcome but also reaffirms the FBI’s commitment to protecting our nation and its citizens from both domestic and international threats.”

According to allegations contained in the complaint and related publicly filed court documents, Merchant orchestrated a plot to assassinate a politician or U.S. government official on U.S. soil. In approximately April 2024, after spending time in Iran, Merchant arrived in the United States from Pakistan and contacted a person he believed could assist him with the scheme. That person reported Merchant’s conduct to law enforcement and became a confidential source (the CS).

In early June, Merchant met the CS in New York and explained his assassination plot. Merchant told the CS that the opportunity he had for the CS was not a one-time opportunity and would be ongoing. Merchant then made a “finger gun” motion with his hand, indicating that the opportunity was related to a killing. Merchant further stated that the intended victims would be “targeted here,” meaning in the United States. Merchant instructed the CS to arrange meetings with individuals whom Merchant could hire to carry out these actions. Merchant explained that his plot involved multiple criminal schemes: (1) stealing documents or USB drives from a target’s home; (2) planning a protest; and (3) killing a politician or government official.

At that meeting, Merchant began planning potential assassination scenarios and quizzed the CS on how he would kill a target in the various scenarios. Specifically, Merchant asked the CS to explain how a target would die in different scenarios. Merchant told the CS that there would be “security [] all around” the person.

Merchant stated that the assassination would occur after he left the United States and he would communicate with the CS from overseas using code words. The CS asked whether Merchant had spoken to the unidentified “party” back home with whom Merchant was working. Merchant responded that he had and that the party back home told him to “finalize” the plan and leave the United States.

In mid-June, Merchant met with the purported hitmen, who were in fact undercover U.S. law enforcement officers (the UCs) in New York. Merchant advised the UCs that he was looking for three services from them: theft of documents, arranging protests at political rallies, and for them to kill a “political person.” Merchant stated that the hitmen would receive instructions on who to kill either the last week of August or the first week of September, after Merchant had departed the United States.

Merchant then began arranging means to obtain $5,000 in cash to pay the UCs as an advance payment for the assassination, which he eventually received with assistance from an individual overseas. On June 21, Merchant met with the UCs in New York and paid them the $5,000 advance. After Merchant paid the $5,000 to the UCs, one of the UCs stated, “now we’re bonded,” to which Merchant responded “yes.” The UC then stated “Now we know we’re going forward. We’re doing this,” to which Merchant responded “Yes, absolutely.”

Merchant subsequently made flight arrangements and planned to leave the United States on Friday, July 12, 2024. On July 12, law enforcement agents placed Merchant under arrest before he could leave the country. Merchant has stated that he has a wife and children in Iran and a wife and children in Pakistan.

The FBI is investigating the case.

As the hearings progressed and the facts were examined, a theme emerged highlighting the response of both the state and local governments and their respective elected officials. The main themes that led the Joint Committee to the conclusions and recommendations found in this report were:

  1. Failure to Lead: Executive leadership at the state and local level failed to distinguish between demonstrators and rioters. Furthermore, leaders failed to provide the guidance Minnesotans expect from their offices.

  2. Philosophical Conflict Caused a Hesitation to Confront Ideological Allies: Minnesota Governor Tim Walz and elected local leaders identified with the causes promoted by the demonstrators, causing them to lose sight of their responsibility to protect the public from criminal acts committed during the riots.

  3. Underestimation of the Escalation and Organization of the Riots: Governor Walz did not realize the severity of events as they unfolded, resulting in a delayed reaction and increased violence.

  4. Refusal to Confront Criminal Violence with Force: Governor Walz and Minneapolis Mayor Jacob Frey initially chose to negotiate with and appease the rioters rather than give law enforcement the authority to confront criminal acts with enough force to restore law and order. A primary responsibility of the Office of the Governor of the State of Minnesota and local elected officials is to protect the public. Inaction on the part of state and local officials led to an increase in violence.
