The misspelling of Union to UNIOM had me research the word. Which lead me to the Polish word "Unia". Which then lead me to the "IPA" or International Phonetic Alphabet. At the bottom of the link there are some curious lines dots and dashes. Resembling a morse code of sorts…..This may be something to look into. Use the flag and see if there is a message.

In the video he talks about the building having structural problems. Redoing the 7th and eighth floors. But the eighth floor is the bell tower stairwell. And the Liberty bell is across the street. Essentially a non floor. So again why "STOP" at 6th floor? Because "The 7th floor is no more"
