In 1988, state and federal authorities began looking into allegations that prominent citizens of Nebraska, as well as high-level U.S. politicians, were involved in a child prostitution ring.[3] Alleged abuse victims were interviewed, who claimed that children in foster care were flown to the East Coast of the United States to be sexually abused.[4]

 

The accusations primarily centered on Lawrence E. King Jr., who ran the now defunct Franklin Community Federal Credit Union in Omaha, Nebraska, and alleged that King hosted “lavish parties at which minors were sexually abused”.[3][5][6] King was a rising figure in the Republican Party before the investigation, and owned multiple houses in Nebraska along with a house in Washington D.C. which he rented.[5] The Franklin Credit Union was raided by authorities investigating the embezzlement of tens of millions in November 1988.

 

The Nebraska Legislature organized a committee to look into both the credit union embezzlement and the child prostitution allegations named the Franklin Committee,[5] led by state Senator Loran Schmit and Ernie Chambers acting as vice chair. Numerous conspiracy theories spread after the committee was announced, claiming that the alleged abuse was part of a widespread series of crimes including devil worship, cannibalism, drug trafficking, and CIA arms dealing.[3]

 

In July 1990, private investigator Gary Caradori, hired by the Franklin Committee to investigate the allegations, died along with his 8-year-old son when his plane disintegrated mid-air near Chicago. Foul play was suspected by Caradori's brother and state Senator Loran Schmit, but was not proven by investigators.[7][8][9] No definitive cause for the crash has been established.

 

The Nebraska State Foster Care Review Board submitted the results of a two-year investigation into the alleged physical and sexual abuse of foster children to the executive board of the Nebraska Legislature, who were investigating reports of child sexual abuse linked to the credit union. After investigation, a grand jury in Douglas County, where Omaha, Nebraska is situated, determined the abuse allegations were baseless, describing them as a "carefully crafted hoax" and indicting two of the original accusers on perjury charges.[1] The grand jury suspected that the false stories originated from a fired employee of Boys Town, who might have "fueled the fire of rumor and innuendo" because of personal grudges, but refused to name someone as the source of the stories.[1]

 

A federal grand jury also concluded that the abuse allegations were unfounded and indicted 21-year-old Alisha Owen, an alleged victim, on eight counts of perjury. Owen served 4+1⁄2 years in prison.[10] The same federal grand jury later indicted King and multiple officers of the credit union with embezzlement of funds.[1][2] In 1991, King pled guilty to assisting in embezzling $39 million and was sentenced to 15 years in prison.[11] In spite of the findings of the grand jury, Paul Bonacci, a witness who was also charged by the grand jury but ultimately not convicted, filed a civil suit against King the same year. Bonacci won the case after King failed to defend himself, leading the judge to award a default judgement.[12]

Credit Union Boss Sued for $34 Million : Reports Say Funds Allegedly Diverted to Pay for Lavish Life Style

A man accused of diverting $34 million from a credit union lived in affluence with chartered jets, limousines and a $5,000-a-month rented house, according to published reports.

 

Lawrence E. King Jr., 44, chief executive of the failed Franklin Federal Credit Union in Omaha, was ordered by a federal judge Tuesday to turn over most of his property to a court-appointed receiver while a $34-million lawsuit against King is pending in U.S. District Court.

 

The National Credit Union Administration filed the lawsuit last week, accusing King of diverting funds from Franklin for personal and business use through a “long series of fraudulent, dishonest and illegal acts.”

 

Declined Interviews

 

The lawsuit said King kept secret a second set of financial records to hide the existence of about $34 million in certificates of deposit.

 

King allegedly used the money to pay for chartered jets, jewelry, clothing, flowers and other expenses unrelated to the credit union, the lawsuit said.

 

King, who has declined requests for interviews, has proclaimed his innocence. His lawyer said King used his own money to support his life style.

 

Reports published by the Omaha World-Herald this week said King drove a new Mercedes-Benz with a retail price of $69,300. In Washington, he often stayed at a $5,000-a-month rented house just off Embassy Row next to the Venezuelan Embassy, the newspaper said.

 

U.S. District Judge William Cambridge empowered lawyer Keith I. Frederick to take possession of King’s stocks, bonds, bank deposits, jewelry and all real estate–except his catering business and his home overlooking the Missouri River.

 

The properties sought by the Credit Union Administration “are in danger of being lost, removed or materially injured,” according to the order signed by Cambridge.

 

Frederick was empowered to reclaim furniture and other belongings that King sold or removed recently from his rented home in Washington. He also was instructed to take possession of King’s jewelry, including a gold watch valued at $65,000, a $9,000 gold ring and a set of black pearl cuff links, tie tac and shirt studs valued at $1,000.

 

King’s attorney, William E. Morrow Jr., said the receivership issue hinders resolution of the lawsuit.

 

“I don’t think there is very much property for the receiver to get his hands on,” Morrow said.

 

King was an active Republican, working with the party’s Citizens for America and the National Black Republican Council and singing the national anthem at the 1984 GOP convention in Dallas.

 

Last summer, he orchestrated a party at the GOP convention in New Orleans for 1,000 people under the auspices of the Council on Minority Americans, a group he heads. Caterers estimated that the party cost $100,000.

 

King is described by friends as a “philanthropic person.” He has served with a variety of civic organizations, including Boys and Girls Clubs, YMCA, Campfire Girls, Head Start and the Salvation Army.

 

“All this comes as a surprise to us,” said Wida Stephenson, a member of Calvin Memorial Presbyterian Church, where King is an elder.

Deafness a factor in 1995 Walz arrest

 

Tim Walz, the DFL congressional candidate running against GOP Rep. Gil Gutknecht, was jailed in Dawes County, Neb., in 1995 on suspicion of speeding and driving while under the influence of alcohol, according to court documents from that county.

The charge of driving under the influence eventually was dropped, and Walz pleaded guilty to an amended complaint of reckless driving.

Walz's campaign said the arrest by a state trooper was the result of a misunderstanding caused by Walz's deafness; his hearing since has been surgically corrected.

The incident was first reported Wednesday by the political blog Minnesota Democrats Exposed written by Michael Brodkorb, a Republican political researcher from Eagan.

Walz was living in Alliance, Neb., at the time of the incident, which happened Sept. 23, 1995. The ticket filed by the Nebraska State Patrol states that a trooper tracked Walz, then 31, on radar driving 96 mph in a 55 mph zone.

Walz taught and coached in Nebraska before moving in 1996 to Mankato, where he currently lives and is a high school teacher.

An affidavit of probable cause filed by the trooper states that a strong odor of alcohol was detected on Walz's breath and person after he was pulled over. It says Walz was given a field sobriety test and a preliminary breath test, both of which he failed.

Walz pleaded not guilty to the charges and sought to suppress the blood alcohol test in court, according to court papers, before agreeing to plead guilty to reckless driving. He paid a $200 fine.

Walz's campaign manager Kerry Greeley didn't dispute that Walz was speeding when he was pulled over that night, but she said Walz was not drunk. She attributed the misunderstanding to Walz's deafness, a condition resulting from his years of serving as an artillerist in the Army National Guard.

"He couldn't understand what the officer was saying to him," Greeley said.
