Rebuffed by Vatican, Pompeo Assails China and Aligns With Pope’s Critics

Pope Francis declined to see Secretary of State Mike Pompeo, who is demanding a harder Vatican line on China. The Holy See said meeting just before a U.S. election would be inappropriate.

ROME — Secretary of State Mike Pompeo recently published a sharp letter excoriating the Vatican’s plans to renew an agreement with the Chinese government on Church operations in China. He promoted the article in a tweet, concluding, “The Vatican endangers its moral authority, should it renew the deal.”

 

An indignant Vatican took the article more as a calculated affront than a diplomatic gesture. The friction broke into the open on Wednesday as Mr. Pompeo arrived in Rome and met with prelates and others who are hostile to Pope Francis, while the Vatican denied him a meeting with the pontiff and rebuffed his efforts to derail the deal with China.

 

“Pompeo asked to meet” the pope, who turned him down because Francis had “clearly said that he does not receive political figures ahead of the elections,” Cardinal Pietro Parolin, who, as secretary of state, is the Vatican’s second-ranking official, told reporters.

 

But to some observers on both sides of the tensions between the Roman Catholic Church and the Trump administration, Mr. Pompeo’s visit is as much about the coming presidential election as about China policy. Mr. Pompeo dismissed that suggestion as absurd, but intended or not, his trip signals that President Trump is on the side of those conservative American Catholics who worry about the church’s direction under Francis and think he is soft on China.

 

Francis and Mr. Trump, who have exchanged sharp words in the past, present starkly different visions on issues ranging from the environment to immigration to the threat of populism. In appealing to the Vatican’s support for religious freedom as a reason to drop its China agreement, Mr. Pompeo seemed to seek common ground, but in a way that upset the pope’s chief allies and delighted his chief critics.

 

Cardinal Parolin said Mr. Pompeo’s article had caused “surprise” at the Vatican, because this visit to Rome by the secretary and the meetings with high officials at the Holy See had already been in the works and would have been a “more opportune” forum for airing grievances. He added that Mr. Pompeo’s choice to publish in First Things, a conservative Christian magazine that has called Francis a failure as Pope, also mattered.

History

1797–1867

The United States maintained consular relations with the Papal States from 1797 under President George Washington and Pope Pius VI to 1867 and President Andrew Johnson and Pope Pius IX. Diplomatic relations existed with the Pope, in his capacity as head of state of the Papal States, from 1848 under President James K. Polk to 1867 under President Andrew Johnson, though not at the ambassadorial level. These relations lapsed when on February 28, 1867, Congress passed legislation that prohibited any future funding of United States diplomatic missions to the Holy See. This decision was based on mounting anti-Catholic sentiment in the United States,[1] fueled by the conviction and hanging of Mary Surratt, and three other Catholics, for taking part in the conspiracy to assassinate President Abraham Lincoln. Her son, John Surratt, also Catholic, was accused of plotting with John Wilkes Booth in the Assassination of Abraham Lincoln. He served briefly as a Pontifical Zouave but was recognized and arrested. He escaped to Egypt but was eventually arrested and extradited. There was also an allegation that the Pope had forbidden the celebration of Protestant religious services, which had been held weekly in the home of the American Minister in Rome, within the walls of the city.[2]

The United States established formal diplomatic relations with the Holy See 40 years ago, and the current ambassador in Rome says its mission has been a wonderful success.

"We've tried to hew very closely to the mission that we've been given, and we have a great relationship with the Vatican," said Joe Donnelly, U.S. ambassador to the Holy See.

A former U.S. senator from Indiana and former member of the U.S. House of Representatives, Donnelly assumed his new and unexpected diplomatic post in Rome in April 2022, presenting his letters of credential to Pope Francis.

The Reichskonkordat ("Concordat between the Holy See and the German Reich"[1]) is a treaty negotiated between the Vatican and the emergent Nazi Germany.

It was signed on 20 July 1933 by Cardinal Secretary of State Eugenio Pacelli, who later became Pope Pius XII, on behalf of Pope Pius XI and Vice Chancellor Franz von Papen on behalf of President Paul von Hindenburg and the German government.

It was ratified 10 September 1933 and it has been in force from that date onward. The treaty guarantees the rights of the Catholic Church in Germany.

When bishops take office Article 16 states they are required to take an oath of loyalty to the Governor or President of the German Reich established according to the constitution.

The treaty also requires all clergy to abstain from working in and for political parties.

Nazi breaches of the agreement began almost as soon as it had been signed and intensified afterwards leading to protest from the Church including in the 1937 Mit brennender Sorge encyclical of Pope Pius XI.

The Nazis planned to eliminate the Church's influence by restricting its organizations to purely religious activities.[2]

 

The Reichskonkordat is the most controversial of several concordats that the Vatican negotiated during the pontificate of Pius XI.

It is frequently discussed in works that deal with the rise of Hitler in the early 1930s and the Holocaust.

The concordat has been described by some as giving moral legitimacy to the Nazi regime soon after Hitler had acquired quasi-dictatorial powers through the Enabling Act of 1933, an Act itself facilitated through the support of the Catholic Centre Party.

 

The treaty places constraints on the political activity of German clergy of the Catholic Church. Following the passage of the 1935 Nuremberg Laws for example, a policy of nonintervention was followed.

The majority of the German church hierarchy regarded the treaty as a symbol of peace between church and state.[3]

From a Catholic church perspective it has been argued that the Concordat prevented even greater evils being unleashed against the Church.[4]

Though some German bishops were unenthusiastic, and the Allies at the end of World War II felt it inappropriate, Pope Pius XII successfully argued to keep the concordat in force.

It is still in force today.

His Holiness Pope Pius XI and the President of the German Reich, moved by a common desire to consolidate and enhance the friendly relations existing between the Holy See and the German Reich,

wish to regulate the relations between the Catholic Church and the State for the whole territory of the German Reich in a permanent manner and on a basis acceptable to both parties.

They have decided to conclude a solemn agreement, which will supplement the Concordats already concluded with certain individual German states, and will ensure for the remaining States fundamentally uniform treatment of their respective problems.

His Holiness Pope Pius XI has appointed as his Plenipotentiary His Eminence the Most Reverend Lord Cardinal Eugenio Pacelli, his Secretary of State.

 

The President of the German Reich has appointed as Plenipotentiary the Vice-Chancellor of the German Reich, Herr Franz von Papen.
