The hell it's not. A neighbor of my parents was friendly (talking) with another neighbors wife. The husband got jealous and came to his door trying to fight and threaten him. The husband then called the cops, claiming it was the neighbor that did the threatening, and filed for a restraining order. The neighbor has surveillance video of the entire incident (I've seen it) and the judge refused to look at it. The husband is asian, the neighbor was a 75 year old white man.
