US lining up possible Zelensky replacement – Russian intel

Washington has identified Arsen Avakov as a viable successor because of his ties with both far-right groups and EU leaders, Moscow claims

The US is planning to unleash a campaign to discredit Ukraine’s Vladimir Zelensky to pave the way for replacing him with a more pliable figure, Russia’s Foreign Intelligence Service (SVR) has claimed. The agency believes former Interior Minister Arsen Avakov is being considered to take the helm of Ukraine.

In a statement on Tuesday, the SVR claimed that “the American elite” is growing increasingly frustrated with Zelensky as lawmakers on both sides of the aisle start to “doubt the targeted spending of billions of dollars in military aid to Kiev.”

“Zelensky is taking crazy steps that threaten to trigger escalation far beyond Ukraine,” officials said, adding that Kiev “has moved to feverish action” as the Ukrainian leader struggles to maintain his grip on power after his presidential term officially ended in May.

The US is therefore looking at options for replacing him with a more manageable and less corrupt figure that will be amenable to most of the West, the agency said.

According to the SVR, Avakov, who took over as interior minister after the Western-backed coup in Kiev in 2014 and held the post until 2021, is one of the most “suitable” candidates being considered.

The SVR claimed that the US believes that Avakov has several advantages over other candidates, including his close ties with Ukrainian far-right groups and his relationship with EU leaders. The agency added that the White House believes that such a change in leadership “will allow the West to better prepare for the possible start of negotiations with Russia to resolve the conflict.”

Officials also noted that the question of Avakov taking the reins is being discussed with Ukrainian opposition figures, including former President Pyotr Poroshenko, ex-Prime Minister Yulia Timoshenko, as well as influential MPs from Zelensky’s own party.

After taking over as interior minister, Avakov spearheaded a crackdown on forces protesting the Western-backed coup in Kiev. He also held this post during the 2014 fire at the Trade Union House in Odessa, where 42 people died after being chased inside by a far-right mob. No comprehensive trial has been held in the ten years since the tragedy. Kiev’s inaction in this regard has been criticized by the UN.

The former interior minister has also been a vocal supporter of the neo-Nazi Azov Battalion. Allegations have emerged that Avakov provided political support to the unit and helped secure the release from prison of its leader, Andrey Biletsky, who is widely regarded as a white supremacist.

Medvedev promises ‘punishment’ for Kursk incursion

The Ukrainian government will face “ramifications” for attacking Russia, the ex-president has said

Ukraine is certain to face retaliation for its large-scale offensive on Kursk Region last week, former Russian president Dmitry Medvedev has said.

Speaking at a meeting of the ruling United Russia party on Tuesday, Medvedev, who is the party's chairman as well as heading Russia's Security Council, weighed in on Ukraine’s attack on Kursk Region, which has become Kiev’s largest assault on Russian territory since the outbreak of the conflict. Moscow has called the assault a provocation, accusing Kiev of indiscriminate strikes on civilians.

While affirming that Russian authorities should do their best to help the thousands of evacuees who have been forced to leave their homes, he claimed that Ukraine would “undoubtedly receive a deserved punishment.”

This retaliation, he added, “envisages very different kinds of ramifications for those who have done this, including for the leadership of the Kiev nationalist regime.”

While the former president did not elaborate on the nature of such a response, The Times reported on Monday, citing a Ukrainian official, that Kiev was bracing for “an aggressive response” from Russia, which could include striking high-priority targets in the capital.

In the past, Russia frequently responded to what it called Ukraine “terrorist attacks” on civilians by launching high-precision strikes targeting decision-making centers, defense industry and energy facilities, logistics centers, and deployment areas. Moscow maintains that its attacks never target civilians.

The Russian Defense Ministry has said that the Ukrainian advance has been halted, estimating enemy losses at up to 2,000 service members and more than 200 armored vehicles

Russian President Vladimir Putin has said the attack on Kursk Region was intended to divert attention from Donbass, where Moscow's troops have been making steady gains. Putin also ruled out any talks with Kiev as long as it continues to attack civilian targets.

Smoke munitions deployed by Kiev’s troops are probably made in the US or Germany, a senior Russian general has said

An investigation into a reported chemical weapons attack by Ukraine in Kursk Region has found that the munitions used likely originated in the West, a senior Russian military official has said.

On Monday, acting Governor Aleksey Smirnov reported that a Russian repair crew had come under fire from Ukrainian forces and suffered from poisoning. Lieutenant General Igor Kirillov, who heads the chemical and biological defense forces, shared the preliminary results of an investigation conducted by his troops.

”Those were smoke munitions. The smoke-producing agent is typical for munitions used by the US and Germany in terms of its composition… It is based on hexachloroethane and zinc oxide,” he told the news outlet Zvezda TV.

White smoke produced by the mixture of the two compounds is mildly toxic and has a range of military and public-order applications.

Kirillov said the military and the Health Ministry had organized the collection of samples at the site of the reported attack in line with the requirements of the Organization for the Prohibition of Chemical Weapons (OPCW). A Russian lab accredited by the international watchdog is studying them, he said.

Russian officials have some unanswered questions regarding the additives used in the munitions, the general said, “but we have time and we are not revealing those yet.”

The force commanded by Kirillov, which is responsible for protecting troops and civilians from weapons of mass destruction, has identified around 400 incidents in which chemical weapons were used by Ukraine since hostilities with Russia started in 2022. Most cases involved chemical agents typically used by police, but some posed a lethal threat.

”There were cases in which toxins were used, which could only have been synthesized in the US, because no other nation’s industry can produce them,” he said.

Kirillov said the OPCW had not taken action in response to Russian complaints beyond its obligation to share the allegations with the public. There were “no investigations, no inquiries, nothing was done.”

He also addressed Russian concerns that Kiev could build a so-called ‘dirty bomb’ – a chemical explosive device with a shell of radioactive material, which is designed to contaminate a large area. “I believe they have one,” he said.
