I would never have seen this (your decode).
Frankly, I couldn't put anything sensible together at all.
I'd like to understand how you saw this and were able to string this together. What were the clues for you?

Anon was also in the Army, stationed in Germany in the very early 80's. Anon also lived off-post. Never once was told this by any form of command, or heard this from any other service members who lived off-post.

False. The fact that it is increasing in rpm, is indicative that it is generating more power than it requires to self operate.
Therefore, it has power that can be tapped.
