According to court filings in the United States District Court for the District of Maryland, in 2009, the FBI began an investigation into corruption and extortion by senior managers of JSC Techsnabexport (Tenex), a subsidiary of Rosatom, a Russian entity. The extortion racket against American energy companies was permitted to continue into the summer of 2014 until the Crimean crisis and passage of the Russian sanctions bill. The Obama administration wanted to avoid an embarrassing trial highlghting its failure to prosecute a national security case four years earlier in order to protect Russia’s takeover of U.S. nuclear assets.

The investigation was centered in Maryland, Tenam’s home base. The US Attorney in Maryland was Bush appointee Rod Rosenstein, and Robert Mueller was FBI Director at the time the investigation into the Rosatom subsidiary began.[4]
